file 13 is a fictional attempt to collect information on persons who got entangled in former east german politics.
it is a recollection of imaginary scenes filed by the stasi which would present a whole spectrum of a particular citizen, then taken off the shelves by those who search for the deeper structure of their pasts, one innocent, one not.
